I have set DirectX 9 to be 'delay loaded' which means the program should run until you do something that absolutely requires your Windows to be completely installed including DirectX 9.
This entire issue shouldn't happen, ever, but your system has a severe problem at this point. But I assume this is why Steam also cannot install it on your PC because Microsoft's own product isn't working on your Windows installation right now.
